No — and this is one of the most common and dangerous misconceptions. Sync tools mirror your files to the cloud, including deletions and ransomware encryption. If ransomware encrypts your files on your PC, those encrypted versions sync to the cloud within minutes. A real backup maintains versioned, restorable copies that are protected from that kind of propagation. They serve very different purposes.
RTO — Recovery Time Objective — is how long your business can survive being down before the damage becomes severe. RPO — Recovery Point Objective — is how much data loss you can tolerate (measured in time: "we can lose up to 4 hours of data"). Together, these define what your backup strategy actually needs to deliver. Without knowing your RTO and RPO, you can't evaluate whether your current backup setup is good enough — or design one that is.
